The U.S. DEPARTMENT OF STATE released an official on-the-record transcript of remarks delivered today by SECRETARY OF STATE MARCO RUBIO during a press engagement at the DONALD J. TRUMP INSTITUTE OF PEACE, outlining the United States’ continued role in supporting long-term stability and security in the Democratic Republic of Congo.
Rubio began by emphasizing that U.S. engagement with the Democratic Republic of Congo would not end with the cessation of hostilities. He stated that the United States seeks a partnership that extends beyond the immediate conflict, focusing on building “long-term security and stability” as well as “mutual prosperity.” According to SECRETARY MARCO RUBIO, the United States wants to see the Democratic Republic of Congo become “a rich and prosperous country,” adding that Washington intends to work with Congolese leadership in a way that is “mutually beneficial.”
Pressed by a reporter about expectations among civilians in eastern Congo who are looking for peace, Rubio pointed to the recently reached agreement between leadership of both governments. He stressed that while agreements can be signed, they must also be followed and implemented. Compliance, he noted, is critical, and real-world progress often comes with “ups and downs,” “stops and starts,” and periods where the pace is slower than hoped. He compared this to other ongoing global conflicts, citing Gaza as an example of how difficult and uneven implementation can be even after commitments are made.
Rubio explained that both governments have committed at the highest levels, “from their heads of state,” to specific actions outlined in their agreement. He underscored that the United States will remain engaged throughout the implementation process to help ensure that promised steps are carried out.
