Clarksburg, West Virginia; December 13th, 2025.

The Clarksburg Water Board announced that it applied for and was awarded a Work Zone Sign Package valued at $3,500 through THE WEST VIRGINIA LOCAL TECHNICAL ASSISTANCE PROGRAM, a statewide safety initiative designed to improve conditions for roadway workers and motorists during active work zones. According to the Water Board’s public statement, the utility was selected as 1 of 10 local agencies to receive the package during this award cycle, with the equipment intended for use during road maintenance, utility operations, and incident management activities conducted by Water Board crews.

In its statement, the Clarksburg Water Board said the selection was based on demonstrated need for work zone traffic control devices and a documented commitment to work zone safety. THE WEST VIRGINIA LOCAL TECHNICAL ASSISTANCE PROGRAM describes the Work Zone Sign Package Program as 1 of several services offered to municipalities across the state to reduce roadway hazards and improve traffic control practices in active work environments.

The Water Board detailed the contents of the awarded package, which includes 12 portable work zone signs, 6 sign stands, 4 barricades, 4 traffic drums with reflective tape, 16 cones, 2 reflective stop slow paddles, 4 Class III full coverage safety vests, and 2 whistles with lanyards. In addition to the equipment, the package includes a free work zone safety training course taught by THE WEST VIRGINIA LOCAL TECHNICAL ASSISTANCE PROGRAM for participating municipalities.

Andrew Morgan, Program Coordinator for THE WEST VIRGINIA LOCAL TECHNICAL ASSISTANCE PROGRAM, said in the statement that the program’s staff recognizes the importance of providing both equipment and training to local communities, noting that these resources are intended to enhance safety for motorists and workers alike while facilitating traffic flow during active work zones.

Jason Myers, General Manager of the Clarksburg Water Board, said the utility was grateful for the award, explaining that Water Board crews work daily on public roadways maintaining essential water infrastructure. Myers stated that access to reliable signage, safety equipment, and training supports safer and more efficient operations, while helping protect both workers and drivers traveling through active work areas.

According to program information released by THE WEST VIRGINIA LOCAL TECHNICAL ASSISTANCE PROGRAM, the goal of the initiative is to assist West Virginia municipalities in improving work zone safety statewide. Including this year’s recipients, the program reports that 116 work zone sign packages have been awarded to municipalities since the program began in 1996.

The program is funded by THE FEDERAL HIGHWAY ADMINISTRATION and THE WEST VIRGINIA DEPARTMENT OF TRANSPORTATION, and is housed at WEST VIRGINIA UNIVERSITY, where it provides training, demonstrations, technical assistance, and resource materials for agencies responsible for managing and maintaining roadways throughout the state.
